Every building project on the school estate requires a range of specific skills, and the lines can easily become blurred. For example:
An architect is not usually a Planning Consultant, so should not be asked to perform that key task.
A builder shouldn’t bear the burden and risk of last-minute design changes.
A Bursar’s construction knowledge is probably not sufficient to decide whether extra charges for variations over the contract price agreed are reasonable.
What about completion delays and poor-quality work- who is the arbiter and enforcer when things go wrong?
